The LIC Community Boathouse runs free general-access paddling sessions on the East River right beside Socrates Sculpture Park's outdoor art. General sessions need no sign-up at all, though separate guided trips are booked independently - a good option for Queens-based paddlers who don't want to cross the river to Manhattan boathouses.
